AHCA’s State Veterans Home Members Storm the Hill
On Wednesday, February 15, some of AHCA’s State Veterans Home
(SVH) members where in town for the National Association of State Veterans
Home’s 2017 Winter Conference, and advocated on Capitol Hill on a number of
issues including the observation stays matter, Medicaid, and SVH
construction grant program funding. SVHs are facilities that provide
nursing home, domiciliary or adult day care. They are owned, operated and
managed by state governments. More on SVHs can be found on the VA website here.

AHCA/NCAL Congratulates Secretary Price
On
February 10, 2017, The American Health Care Association/National Center for
Assisted Living (AHCA/NCAL) President and CEO Mark Parkinson issued the
following statement regarding President Trump’s confirmation of House Budget
Chairman Tom Price (R-GA) as Secretary of Health and Human Services (HHS):
“We look forward to the opportunity to work with Secretary Price. His health care expertise and emphasis on patient-centered care will help us build upon our ongoing efforts to provide quality long term and post-acute care to the elderly and individuals with disabilities.”

Part B Therapy Cap Repeal Bill Introduced
On
February 1, companion bills were introduced in the U.S. Senate and U.S. House
of Representatives seeking to amend title XVIII of the Social Security Act to
repeal the Medicare outpatient rehabilitation therapy caps. The Senate
bill (S. 253) original sponsors include Senator Ben Cardin (D-MD), Senator
Susan Collins (R-ME), Senator Bob Casey (D-PA), and Senator Dean Heller
(R-NV). The House bill (H.R. 807) original sponsors include Rep. Paulsen
(R-MN), Rep. Ron Kind (D-WI), Rep. Marsha Blackburn (R-TN), and Rep. Doris
Matsui (D-CA). The bills also have many other original cosponsors.
As you may recall, the Part B therapy caps were established as part of the Balanced Budget Act of 1997 (BBA), and established per-beneficiary limits on outpatient therapy coverage. In 2017, the cap limits are $1,980 for physical therapy (PT) and speech-language pathology (SLP) combined, and a separate $1,980 cap for occupational therapy (OT). However, per provisions of the Medicare Access and CHIP Reauthorization Act (MACRA) of 2015, outpatient therapy providers can furnish services above these amounts if the provider attests that the services are medically necessary under an exceptions process. The MACRA provisions also requires the Centers for Medicare and Medicaid Services (CMS) to conduct limited targeted manual medical review on services above a $3,700 per-beneficiary threshold for PT/SLP combined, and OT.
The MACRA provisions are due to expire on December 31, 2017, and without Congressional action, Medicare beneficiaries will no longer be able to receive covered services above the annual cap limits. AHCA is grateful for the efforts of the members of the House and Senate that have reintroduced and are co-sponsoring this legislation that seeks to assure that over 1 million beneficiaries, including residents of SNFs and Assisted Living Centers, continue to have access to necessary outpatient PT, OT, and SLP services.

ACA Replacement Could Take a Year
According
to a February 5 FoxNews’ Bill O’Reilly interview, President Trump noted
that the Obamacare replacement could take into next year. This timetable
is a more cautious one over what the President has said in the past. You

continue to comply with the ACA requirements because
it is still the law. AHCA/NCAL has

Providers annual Hill Fly-In event will occur on Wednesday, March 22, 2017, at
the AHCA offices in DC. This important event is free to attend. Breakfast
and a boxed lunch will be provided to registrants. Congressional speakers are
being invited, a legislative update will be provided, and Hill visits will
follow in the afternoon. AHCA will provide one-pagers and talking points
for registrants to take to the Hill.

NFP Grassroots Advocacy – Facility Visits over Recess
Gary Kelso, AHCA’s NFP Council Chair,
encourages AHCA’s NFP providers to participate in our grassroots advocacy

AHCA/NCAL Learning Management Website
AHCA/NCAL has a comprehensive online
Learning Management System to support the training needs of its members.
The website, known as ahcancalED, contains a wealth of information
including educational programs, webinars, instructional videos, training
courses, and other tools. It is available free to AHCA/NCAL members.
"We created ahcancalED for our members who do not have the time or budget to develop the newest in-service training," said Dr. David Gifford, AHCA/NCAL Senior Vice President of Quality and Regulatory Affairs. "Our objective also was to provide the best and latest educational tools, especially as CMS increases its regulatory requirements about staff training and competency in a number of areas. ahcancalED is designed to help individuals in our profession do a better job of caring for patients and residents and advance in their careers."
The information on ahcancalED is structured to make the online learning experience engaging, meaningful, and interactive for users. The fresh graphics and clearly defined sections within the site make it easy for users to navigate and find the information they need. The site also allows users to track their own learning progress.
Teams of experts from around the country working with AHCA/NCAL staff helped to create the content. "We will constantly be adding new programs and materials so that we can keep the site fresh and dynamic," said Gifford. "We'll continue to look for new ways the site can grow and serve our members. It's a great value-added benefit and a tangible example of our commitment to enhancing quality."

serving others, then you are in the love business. To love means ‘to care deeply for’, and every
customer, on some level, wants to be cared for.
Whether it’s in an airport, hospital, hotel, nursing home, spa, train or
restaurant, customers want to know that whoever happens to be serving them
cares about their well-being.” He goes on to note in the article that,
“Those who truly understand what it means to infuse love into service do not
classify their customers according to status.
In other words, they don’t serve VIP’s ‘better’ than everyone else. On the contrary, they serve everyone like
